SEC. 10. Filling of Elective Offices in Newly Classified Provinces, Cities, Municipalities or Municipal Districts.— In the event of reclassification of provinces, cities or municipalities where additional members of the Provincial Board, and City or Municipal Board or Council are to be appointed, such additional members shall be appointed upon recommendation of the head of the Provincial, City or Municipal Chapter of the political party which obtained the largest total number of votes in the province, city or municipality, as the case may be, in the last preceding elections for local officials.
