SEC. 19. Appointment and removal of officials and employees.-The President of the Philippines shall appoint with the consent of the Commission on Appointments, the judge and auxiliary judge of the municipal court, the city treasurer, the city engineer, the city attorney, the chief of police, the chief of the lire department, and other heads of such city departments as may be created. Except the judge and auxiliary judge of the municipal court, said officers shall hold office at the pleasure of the President. All other officers and employees of the city whose appointment is not otherwise provided for by law shall be appointed by the Mayor upon the recommendation of the corresponding city department head in accordance with the Civil Service Law and they shall be suspended or removed in accordance with said law.
