Section 19
SEC. 19. Appointment and removal of officials and employees.-The President of the Philippines shall appoint, with the consent of the Commission on Appointments, the judge and auxiliary judge of the municipal court, the city treasurer, the city engineer, the city attorney, the city health officer, the chief of police, the chief of the fire department, and the other heads of such city departments as may be created. Except the judge and the auxiliary judge of the municipal court, said officers shall hold office at the pleasure of the President.
