Section 67

SEC. 67. When ordinance is to take effect.-Upon the expiration of thirty days from the date of the last public- cation of the ordinance as finally approved, the same shall be effective in all respects, if no appeal therefrom is taken to the proper authorities in the manner hereinafter prescribed.
