SEC. 4. The sum not to exceed fifty thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the establishment, maintenance and operation of said hospital during the first fiscal year of its operation. Thereafter, such sums as may be needed, but not to exceed fifty thousand pesos, for the same purpose shall be included in the annual General Appropriations Act.
