SEC. 3. Creation of FORPEIDECOM Council—There is hereby created and established a Forest Products Research and Industries Development Council, hereinafter referred to as the "Council," to serve as the policy-making body of the "FORPRIDECOM" The powers of the "FORPRIDECOM" shall be vested in the Council subject to the approval by the "nsdb."
