SEC. 19. Such sum as may be necessary for the operation and maintenance of the Central Luzon Teachers College including that of the Philippines-UNESCO National Community Training Center and the Applied Nutrition Project which are being absorbed by the College by virtue of Section sixteen of this Act, shall be included in the annual General Appropriations Act.
