SEC. 5. Upon the full implementation of this Act local contributions to the hospitals categorized as National District Hospitals may be reallocated by the local government contributing the same to the other hospitals within the district otherwise the same may be considered as continuing aid to the hospital concerned and may be utilized for the improvement of its facilities but not for salaries and wages of the personnel.
