SEC. 2. This permit shall continue to be in force during the time that the Government has not yet established a similar service at the places selected by the grantee, its successors or assigns, and is granted under the express condition that the same shall be void unless the construction or installation of said stations be started within one year from the date of the approval of this Act and be completed within two years from said date.
