SEC. 7. The grantee, its successors or assigns, is authorized to operate its private radio stations under this franchise in such frequency and wave lengths as may be assigned to it by the Department Secretary or competent authority mentioned in Section one in order to avoid interference with existing stations and to permit expansion of the grantee's stations and facilities.
