SEC. 3. Section twelve of the same Act is hereby amended to read as follows: "SEC. 12. There is appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of one hundred thousand pesos, or so much thereof as may be necessary, which shall be disbursed by the Commissioner of Immigration, with the approval of the President, for the payment of salaries, and wages of such temporary employees as may be necessary, and for sundry and incidental expenses to be incurred for carrying out the provisions of this Act."
