When ordinance is to take effect.

Section 72

SEC. 72. When ordinance is to take effect.—Upon the expiration of fifteen days from the date of the last publication of the ordinance as finally approved, the same shall be effective in all respects, without prejudice to the appeal taken in the manner hereinafter prescribed.
