SEC. 6. The same Act is hereby amended by adding at the end of Section twenty-three, the following new section: "SEC. 23-A. Engineering Fund.-The engineering fund of the city shall be considered as city funds as well as all sums of money accruing to the city by virtue of any Public Works Act approved by Congress.
