SEC. 2. The Commissioner of' Fisheries is hereby authorized to set aside out of any unallotted balance of the receipts of Act Numbered Four thousand three, as amended, and/or any savings therefrom, the amount of eighty thousand pesos to carry out the purposes of this Act during the fiscal year ending nineteen hundred and seventy. Thereafter, such sums for the same purpose shall be included in the annual General Appropriations Act.
