SEC. 8. The City Vice-Mayor.&mdashThere shall be a City Vice-Mayor who shall be chosen in the same manner as the City Mayor, and shall possess the same qualifications as that of the City Mayor. He shall perform the duties; and exercise the powers of the City Mayor in the event of the death, sickness, absence or other temporary incapacity of the incumbent or in the event of permanent vacancy of the position of City Mayor. If, for any reason, the Vice-Mayor is temporarily incapacitated for the performance of the duties of the City Mayor, or said office of the City Vice-Mayor is vacant, the duties and powers of the City Mayor shall be performed and exercised by the councilor who obtained the highest number of votes, during the election for members of the City Council. The City Vice-Mayor shall be the presiding officer of the City Council with no right to vote except in case of tie, and shall perform such other duties as may be assigned to him by the City Mayor or prescribed by the law or ordinance. He shall receive a compensation of no less than seven thousand eight hundred, pesos per annum in accordance with the provisions of Republic Act Numbered Four thousand four hundred seventy-seven.
