SEC. 2. No portion of the appropriations provided this Act shall be used for the purchase of staff cars, for the payment of any expenses for, or of the salary of, any officer or member of the Armed Forces who has been Retailed to any office or employment or assigned to duties outside of the Department of National Defense.
