Section 12

SEC. 12. The same Act is further amended by inserting Section one hundred fourteen-A between sections one hundred fourteen and one hundred fifteen thereof to read as follows: "SEC. 114-A. Repealing Clause.&mdashAll laws, executive orders and proclamations or parts thereof inconsistent with any of the provisions of this Act are hereby repealed or modified accordingly."
