SEC. 30. To carry out the provisions of this Act, the sum of five hundred thousand pesos (P500,000.00) or so much thereof as may be necessary, is hereby authorized to be appropriated out of the available funds of the National Treasury. Thereafter, such sums as may be needed for the operation and maintenance of the Office of the Citizen's Counselor shall be included in the annual General Appropriations Acts.
