Section 1
SECTION 1. Subject to the terms and conditions established in this Act and in Commonwealth Act Numbered One hundred forty-six, as amended, and to the provisions of the Constitution, there is hereby granted to Jesus S. Yujuico, hereinafter referred to as the grantee, for a period of twenty-live years from the approval of this Act, a franchise to construct, operate and maintain an ice plant and cold storage in the City of Manila for the purpose of manufacturing ice therein and to sell the ice so manufactured therein and in the City of Caloocan, in the Municipalities of Navotas, Malabon and San Juan, all in the Province of Rizal, and to render cold storage service and facilities in the said territories and to charge and collect a schedule of prices and rates therefor which schedule shall at all times be subject to regulation by the Public Service Commission: Provided, however, That the Public Service Commission shall have the power to fix prices and rates to be charged by the grantee as well as the capacity of his production of ice.
