Section 103

SEC. 103. Change of government.-The city government Provided for in this Charter shall be organized upon effectivity of this Act. All assets and liabilities of the Municipality of Surigao, Province of Surigao del Norte, pass to the new city upon its organization, ordinances, resolutions, orders or other regulations of municipality on the date of the effectivity of this Act shall continue to be in full force and effect until repealed, modified or superseded by the City Board by ordinances.
