Section 11
SEC. 11. Any violation of the provisions of this Act or of any rules or regulations promulgated by authority of this Act or any final decision rendered in accordance with this Act or of any agreed settlement under Section 3(c) hereof, shall be punishable by a fine of two thousand pesos or imprisonment of one year or both at the discretion of the court and shall be imposed on the Chairman, President or Head of the educational institution if the violator be a corporation or on any person acting for and in behalf of the educational institution directly committing the violation in other cases: Provided, That if the violator is a public official the same penalty shall be imposed without prejudice to any administrative action that may taken against him.
