SEC. 9. Rules and Regulation.-Within thirty days after the approval of this Act, the Executive Secretary upon recommendation of the Commissioner of Tourism, the Secretary of Finance upon recommendation of the Commissioner of Internal Revenue and the National Treasurer and the Police Commission shall each promulgate sue rules and regulations for the effective enforcement ant implementation of the provisions of this Act pertaining to their respective jurisdiction, and shall cause the same to be published once within fifteen days from promulgation in any newspaper of general circulation in the Philippines and in the Official Gazette. Such rules and regulations shall take effect fifteen days after the last publication.
