SECTION 9. A new section to be known as Section six-B is hereby inserted into the same Act to read as follows: "SEC. 6-B. The violation of any provision of this Act shall be punished by imprisonment for not less than one year nor more than five years, or by a fine of not less than five thousand pesos nor more than twenty thousand pesos, or both, in the discretion of the court: Provided, that if the offender is public officer or employee, he shall, in addition to such imprisonment and/or fine, suffer perpetual disqualification to hold any elective or appointive public office."
