SECTION 1. There is hereby granted to CAC Star Lines, Inc., a temporary permit to construct, operate and maintain in the Philippines, at such places as the said company may select, subject to the approval of the Secretary of Public Works and Communications, private fixed point-to-point, land based, land mobile, aeronautical and marine service radio stations for the reception and transmission f wireless messages by radiotelegraph or radiotelephone with vessels at sea, aircraft over the air, and from ship o ship, each station to be provided with a radio translating apparatus and a radio receiving apparatus.
