SEC. 3. To carry out the provisions of this Act, the sum of three hundred thousand pesos or so much thereof as may be necessary to cover the expenses of the Review Commission to be created by the President under Section two hereof up to the thirtieth day of June nineteen hundred and seventy-one is hereby appropriated out of the funds in the national treasury not otherwise appropriated.
