SEC. 3. All the divisions, sections, field activities and agencies of the Government connected with soils work are hereby transferred to the Bureau of Soil Conservation and such powers, functions and duties relative to soils vested by law or executive orders are hereby vested in the Director of Soil Conservation. The Director of Soil Conservation shall, subject to the approval of the Secretary of Agriculture and Natural Resources, organize its personnel in such divisions or sections as will insure maximum efficiency.
