Assistance to local systems.

Section 14

SEC. 14. Assistance to local systems.— The System may provide technical and management assistance to the various local waterworks and sewerage system upon their request; and for this service the System may charge actual expenses incurred plus ten per cent (10%) thereof as overhead expenses.
