SEC. 2. Section two of the same Act is hereby repealed and in lieu thereof the following is inserted which shall read as follows: "There shall be a separate District Engineer and a separate Cashier and Disbursing Officer of the Second Leyte Highway Engineering District with compensation at the rate authorized under existing laws, all payable from the Highway Special Fund or any available fund of the Second Highway Engineering District. The Cashier and Disbursing Officer for the Second Highway Engineering District, shall be appointed by the Secretary of Public Works and Communications upon recommendation of the District Engineer concerned."
