SEC. 8. Staff. — The Commission shall have an Executive Director who shall act as its action officer and shall serve as secretary of the Commission and the Executive Committee. The Executive Director shall be appointed by the Chairman with the consent of the Commission. Subject to the direction and supervision of the Chairman, the Executive Director shall be responsible for the operation of the national population program, and for making decisions on a day-to-day basis. The Executive Director shall be responsible for preparing periodic reviews of program progress, for annual budget estimates, and for recommending policy to the Commission, and shall perform such other duties as are prescribed by the Commission. The Commission shall have such 'other personnel as may be necessary and may be assisted by such personnel as may be assigned or detailed to it from departments, bureaus, offices, or instrumentalities of the Government and shall arrange for such services as the Chairman may deem necessary for the performance of the Commission's work.
