SEC. 178. Challenge of illegal voters.—Any voter or watcher may challenge any person offering to vote for not being registered in the list or for using the name of another. In such case, the board shall take the oath of the challenged person or shall otherwise satisfy itself as to whether or not the ground for the challenge is true. For this purpose the board of inspectors shall have the same power possessed by municipal judges to administer oaths, to issue subpoena and subpoena duces tecum and to compel witnesses to appear and testify; No voter shall be required to present his voter's identification card on election day unless his identity is challenged. His failure or inability to produce his identification card upon being challenged, shall not preclude him from voting if his identity be shown from the photograph or fingerprints in his approved application in the precinct book of voters or if he is identified under oath by a member of the board of inspectors, or by a duly accredited catcher.
