Section 3

SEC. 3. Section three of the same Act is hereby amended to read as follows: "SEC. 3. Such sums as may be necessary to carry out the purpose of this Act during the fiscal year nineteen hundred and sixty-seven is appropriated, out of any funds in the National Treasury not otherwise appropriated and from any savings of the agency or office concerned. Thereafter, such sums as may be necessary for the same purpose shall be included in the annual General Appropriations Act."
