SEC. 4. Such sums as are necessary to implement this Act for the fiscal year ending June thirty, nineteen hundred and seventy-two are hereby authorized to be appropriated from any savings among the bureaus and offices mentioned in Section one hereof. Thereafter, the necessary sums for the purpose shall be included in the annual General Appropriations Act.
