SEC. 2. The provision of law to the contrary notwithstanding, the Secretary of Justice, upon recommendation of the Executive Judge, shall, with the exception of the Clerk of Court, determine and establish the respective positions, ranks and salaries of all the other incumbent members of the complementary personnel: Provided, That the incumbent Clerk of Court and all other incumbent complementary personnel shall receive their salary adjustments at the rates provided for in this Act without the need of new appointments except for those who, by operation of this Act, shall necessitate the extension of new appointments appropriate for their designations but in which case shall likewise be entitled to their salary adjustments at the rates provided effective upon approval of this Act.
