SEC. 8. Section Eight of Republic Act Numbered Forty Seven Hundred Twenty-Four is hereby amended to read as follows: "SEC. 8. Ownership of Property.—All properties, equipment and facilities acquired through the Metals Industry Research and Development Fund shall be owned by the Center.
