Section 2

SEC. 2. The sum of fifty thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the establishment, operation and maintenance of said pilot Project during the fiscal year nineteen hundred seventy-Three. Thereafter, such sums as may be necessary for its operation and maintenance shall be included in the annual General Appropriations Act: Provided, That no Portion of this appropriation shall be transferred to any other item.
