Section 5

SEC. 5. The provisions of Section one hereof shall take effect on August 12, 1948; those of Section two shall take effect on September 29, 1949; those of Section three shall take effect on October 15, 1949, and those of Section four shall take effect on October 16, 1953. Enacted without the Executive approval, June 17, 1972.
