SEC. 4. In addition to the current appropriation of five hundred thousand pesos as authorized under Republic Act Numbered forty-seven hundred sixty-four, the sum of two million pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the conversion, operation and maintenance of said memorial hospital during the fiscal year nineteen hundred seventy-three. Thereafter, the sum as may be necessary for the same purpose shall be included in the annual General appropriation Act.
