SEC. 2. The grantee shall install and maintain an ice plants or ice plant and cold storage facility or facilities in the said municipality mentioned above: Provided, however That the total daily production capacity of the ice plant so installed and maintained shall be up to the limit of the capacity of the ice plant so install subject to approval by the Public Service Commission.
