SEC. 2. The amount necessary to carry out the provisions of this Act shall be charged against the appropriation authorized for the purpose under the Fiscal Year 1989 General Appropriation Act. Thereafter, such sums as may be necessary for the operation and maintenance of the herein hospital shall be included in the annual General Appropriation Act.
