SEC. 14. This Act shall take effect upon its approval. Approved, (Sgd.) JOVITO R. SALONGA (Sgd.) RAMON V. MITRA President of the Senate Speaker of the House of Representatives This Act which is a consolidation of House Bill No. 10831 and Senate Bill No. 2 was finally passed by the House of Representatives and the Senate on August 16, 1990 and August 7, 1990, respectively.
