SEC. 5. Whenever practicable, the construction of irrigation projects under this Act shall consider any or a combination of the following related or complementary purposes:
Prevention of flooding;
Ensuring water supply for drinking purposes;
Erosion control;
Watershed management;
Fish culture;
Power generation; and
Tourism development.
