Section 3

SEC. 3. Section sixteen of said Act is amended to read as follows: "SEC. 16. The sum of two hundred thousand pesos, so much thereof as may be necessary, is authorized to be Appropriated annually out of any funds in the National Treasury not otherwise appropriated to carry out the provisions of this Act."
