Farmer's Participation.

Section 13

SEC. 13. Farmer's Participation. - The farmer-participants shall be encouraged to establish strong farmers' associations or cooperatives to serve as focal point for government assistance in the propagation and dispersal of Philippine carabaos and the dissemination of technology on the carabao.
