SEC. 5. Effectivity Clause. - This Act shall take effect upon its approval. Approved, (Sgd.) NEPTALI A. GONZALES (Sgd.) RAMON V. MITRA President of the Senate Speaker of the House of Representatives This Act which is a consolidation of House Bill No. 35098 and Senate Bill No. 1938 was finally passed by the House of Representatives and the Senate on February 5, 1992 and February 4, 1992, respectively.
