Section 27

SEC. 27. Registration of the Postal Service Establishments. - The regulatory authority shall: register and prequalify any person, natural or juridical, other than freight forwarders, who engaged in the business of letter and parcel messengerial services, door-to-door delivery, or the transporting of the property of others that are similar to mail or parcel. upon petition and public hearing, approve the rate to be charged by the Corporation for ordinary mail.
