SEC. 30. Focus on Research, Training and Extension. - Research, training and extension shall focus on the development and transfer of adaptive technologies that provide solutions to problems encountered by the small farmers in the areas of production, postharvest and processing, marketing, enterpreneurship and management, and community organizing and institutional development.
