Effectivity Clause.

Section 3

SEC. 3. Effectivity Clause. - This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation in the Philippines. Approved, Lapsed into law on January 17, 1994 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
