Effectivity Clause.

Section 4

SEC. 4. Effectivity Clause. — This Act shall have retroactive effect to May 5, 1994 fifteen (15) days following its publication in a newspaper of general circulation. Approved, (Sgd.) EDGARDO J. President of the Senate Speaker of the House of Representatives This Act which is a consolidation of House Bill No. 14302 and Senate Bill No. 2012 was finally passed by the House of Representatives and the Senate on February 21, 1995 and February 15, 1995, respectively.
