SEC. 19. The amount needed to carry out the provisions of this Act shall be charged against the current year's appropriations of the Mindoro College of Agriculture and Technology. Thereafter, such sums as may be necessary for the continued operation and maintenance of the State College shall be included in the annual General Appropriations Act.
