Effectivity Clause.

Section 16

SEC.16. Effectivity Clause. - This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation in the Philippines. Approved, (Sgd.) EDGARDO J. President of the Senate Speaker of the House of Representatives This Act which originated in the House of Representative was finally passed by the House of Representatives and Senate on February 14, 1995 and February 20, 1995, respectively. (Sgd.) EDGARDO E. TUMANGAN (Sgd.) CAMILO L. SABIO Secretary of the Senate Secretary General House of Representatives Approved: FIDEL V. RAMOS President of the Philippines Lapsed into law on September 23, 1995 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
